On Sunday, at Camp Nou Stadium in Barcelona, Spain, F.C. Barcelona won the Copa del Rey ((en)) Spanish language: King’s Cup . The team defeated Bilbao based football club Athletic Bilbao 3–1 to clinch the title.

Uruguayan striker Suárez was fit to play this final after recovering from hamstring injury. Lionel Andrés “Leo” Messi Cuccittini scored 2 goals, one in each half. And Brazilian Neymar scored 1 goal, between them putting the home team in a 3–0 lead. This lead was reduced when Bilbao born Iñaki Williams scored one goal for Athletic Bilbao, but could not defeat Barca.

Luis Enrique, ex-Barcelona player and current manager of the team, wins the Copa del Rey title for Barcelona in his first year as its manager.

F.C. Bacelona now has Italian Serie A champions Juventus in the UEFA Champions League Final 2014/2015 at German capital Berlin. Both football clubs have a chance to win a treble this football season.

Queensland cab conversations to be recorded

State officials in Queensland, Australia, have begun working on a draft protocol to use security cameras to record conversations in taxis. The new draft proposes to change a current policy which allows for cameras in taxis which do not record sound for privacy reasons, in the hope that audio recordings will make some investigations easier.

The paper, which says audio recordings would “provide greater certainty with regard to investigations, particularly in situation of conflicting statements,” is currently at the Transport and Main Roads department. The proposal also suggests extending the time taxi companies can keep recordings downloaded from security cameras from the current 30–35 days.

The chairman of one taxi company said the proposed measure would increase the safety of his drivers. “In 2006 the government introduced the security cameras and most cabs now have GPS units,” he said. “What we’ve got now is an improvement over having nothing at all and as a result there has been a fair improvement in the reduction of assaults on taxi drivers.”

Queensland Taxi Advisers Incorporated, a union of taxi operators, said they supported the introduction of audio recording because it would create “greater transparency and certainty in investigations where there were conflicting statements from drivers and passengers.”

To address privacy concerns, the paper proposes to add stickers to the entry points at the taxis. The text will read, “Security cameras and microphones fitted. You will be photographed. Conversations will be recorded”. However, the legislation draft has met opposition from some. Scott Emerson, a spokesperson for the Liberal National Party of Queensland, objected to the measure on privacy grounds. “We need to know how these recordings are going to be used,” he said. “Who’s going to have access to them?”

Michael Cope, the president of the Queensland Council of Civil Liberties said he opposed the measure because the recordings might be used by taxi companies in civil cases concerning driver complaints. “We’re swapping from saying it’s about safety to saying it’s about setting fare disputes,” he said. “We don’t think that justifies collecting … intensely personal information that audio recordings collect.”

Queensland’s privacy commissioner Linda Matthews reacted said the recordings would be used for genuine law enforcement purposes. Annastacia Palaszczuk, Queensland’s Transport Minister, said the ideas within the proposal would be heavily considered before being implemented. She said: “If people think it’s a good idea then we go to full consultation. I would be meeting with the privacy commissioner, I’d be meeting with the taxi industry, I’d be consulting with members of the public in a much more formal way.”

NYC’s transit workers approve strike authorization

New York City is on track to grind to a halt on December 15 when the Transport Workers Union Local 100 contract with the Metropolitan Transportation Authority expires. Union members gathered at Jacob Javits today and unanimously approved a strike authorization if the negotaions between the TWU and MTA fail. Among the many disagreements are the MTA’s employee rules and salary increases.

MTA employees have complained about the rule that requires them to call and alert a supervisor prior to taking a bathroom break of no more than ten minutes. Workers have pointed out that supervisors are not always accessible, especially during the overnight shifts. Another rule in dispute is the employee’s uniform: “Sikh workers, whose religion requires they wear a turban, must wear one made of TA-issued fabric with the TA logo front and center.”[1] But the major sticking point has been the pay raises. The union has demanded an 8% increase per year for the next three years, but the MTA has offered 5% over two years. The MTA was running a deficit during the previous contract negotiation in 2002, forcing the TWU to accept what the MTA offered. But now, reportedly US$1 billion in the black and offering free rides for the holidays to its riders, the union is looking to cash in on the MTA’s good fortunes.

The TWU began broadcasting radio advertisements on the news stations 1010 WINS-AM and 880 WCBS-AM to gain public support. Part of it goes “MTA bosses are making buses run faster, while carrying more people, and don’t even give the operators enough time for a bathroom break” and “Security alert levels are still high, but MTA bosses are taking conductors off trains, closing token booths and installing turnstiles that make emergency evacuation very difficult.” Michael Bloomberg had stressed in the negotiations of 2002 that the city would enforce the Taylor Law, which prohibits public employees from striking and fines strikers two days wages each striking day. Echoing his previous position three years ago, Mayor Bloomberg said “They should stay in a room until they come to an agreement.” Corporation Counsel Michael Cardozo said a strike could cost as much as US$10 million a day in police overtime and other expenses.

The last transit strike was in April 1980, and lasted for eleven days. TWU President Roger Toussaint called the proposed health provisions, pension givebacks, and wage increase “an insult to our members”, and went on to suggest that the odds of a strike were 50/50. Both Toussaint and chief MTA negotiator Gary Dellaverson said they were confident that a strike could be averted, but union members made clear that they will strike if – or as most commuters fear, when – the negotiations fail and the deadline is passed.

French police ban public meetings and increase security measures in Paris

The Prefect of Police of Paris has banned public meetings in Paris, fearing violence in the French capital this holiday weekend, which marks the 87th anniversary of the end of World War I. Police remained on alert throughout the weekend, with some 12,000 security officers deployed around the country.

After more than a fortnight of civil unrest in France, police imposed the temporary public meeting ban in response to Internet and text messages calling for violent action in the French capital. The government has declared a state of emergency in Paris and 30 other areas to help quell the unrest.

Today, Sunday 13 November, French authorities have reported less urban violence – despite fears of a rampage that prompted thousands of police to fan out at high-profile targets such as the Eiffel Tower. Across the country, the situation appears calmer. Rioting, car-burnings and arson attacks appear to be waning.

Nationwide, 374 cars were torched on Saturday night, down from 502 on the evening of November 11, police said today. About 100 vehicles go up in flames in France on a typical Saturday night.

National Police Chief Michel said there had been a “major lull” in the rioting on the 17th night of urban violence. If the calm continues, “things could return to normal very quickly,” he said at a news conference on Sunday. Night curfews are still in force in several areas. Mr Gaudin said there was a “downward trend” in the incidence of violence “with some resistance in the Paris region. This weekend we will exercise extra vigilance in the Paris region.”

On Thursday, President Jacques Chirac acknowledged that France had “undeniable problems” in poor city areas and must respond effectively. “Whatever our origins we are all the children of the Republic and we can all expect the same rights,” he said.

Surveillance has been stepped up on suburban transport, petrol sales in small quantities have also been banned.

Mr Chirac defended his use of state-of-emergency legislation, and said the priority was still to restore order. The state of emergency, adopted on Wednesday and renewable after 12 days, allows French authorities to impose curfews in designated areas, ban public meetings, search for weapons without a warrant and issue house-arrest orders.

Some 7,500 cars and dozens of buildings including schools and businesses have been torched since the violence began. 2,350 people have been arrested and 358 have recieived prison sentences.

The recent unrest erupted on October 27 following the deaths of two teenagers electrocuted while hiding from police in an electrical sub-station.

Scientists say new medical diagnostic chip can sort cells anywhere with an inkjet

On Monday, scientists from the Stanford University School of Medicine announced the invention of a new diagnostic tool that can sort cells by type: a tiny printable chip that can be manufactured using standard inkjet printers for possibly about one U.S. cent each. Lead researchers say this may bring early detection of cancer, tuberculosis, HIV and malaria to patients in low-income countries, where the survival rates for illnesses such as breast cancer can be half those of richer countries.

Existing methods tend to identify cell types using fluorescent or magnetic labels, which take time to attach, but this platform uses the phenomenon of dielectrophoresis: because different kinds of cells have different levels of receptivity to electrical fields, a trait called polarizability, when an electric potential gradient is activated around the chip, different cells are pulled in different directions at different speeds. This allows doctors to diagnose cancer by determining the number of tumor cells in a patient’s blood sample. Different chips can be printed to diagnose different diseases.

Physically, the scientists say, the system has two parts. Cells are held in a clear microfluidic chamber made of silicone. The chip itself is an electronic strip that can be printed onto flexible polyester. Most lab-on-a-chip devices must be manufactured by professional staff in specialized facilities called clean rooms and can take weeks, but the chip component of this system can be made almost anywhere in as little as twenty minutes. The chips cost approximately one U.S. cent to produce (US$0.01) and can be reused. For comparison, a standard flow cytometry machine can cost US$100,000 to purchase.

“Enabling early detection of diseases is one of the greatest opportunities we have for developing effective treatments,” said lead author and electrical engineer Dr. Rahim Esfandyarpour. “Maybe $1 in the U.S. doesn’t count that much, but somewhere in the developing world, it’s a lot of money.”

Senior author Dr. Ron Davis of the Stanford University Genome Technology Center compared this invention to that of low-cost genome sequencing, which helped lead to personalized medicine.

The findings appeared in the Proceedings of the National Academy of Sciences on Monday.

FAA orders review of Boeing 787 Dreamliners following week of incidents

The United States Federal Aviation Administration (FAA) ordered a review Friday into the design and manufacture of the Boeing 787 Dreamliner, following five incidents in five days involving the aircraft and two Japanese airlines.

On Monday, an electrical fire broke out aboard a Japan Airlines 787 at Boston’s Logan International Airport, when a battery pack which powers the auxiliary power unit, for when the plane is on the ground, caught fire. The fire was discovered by maintenance workers after passengers and crew disembarked following their flight from Tokyo’s Narita Airport.

The next day, a separate Japan Airlines 787, also at Logan International Airport, heading to Tokyo, suffered a fuel leak that spilled around 40 gallons, which was spotted by the crew of the aircraft taxiing behind them. “That Japan Air may know it, but they’ve got fuel or something spilling out the outboard left wing. Quite a bit,” said the pilot of aircraft behind them on local air traffic control frequencies.

Wednesday, in Japan, an All Nippon Airways 787, the launch customer for the aircraft, cancelled a flight after a brake problem was reported.

Earlier Friday, two All Nippon Airways suffered separate incidents in Japan. An oil leak was noticed in the engine after one aircraft had landed in Miyazaki, coming from Tokyo’s Haneda Airport. Another flight, flying between Haneda Airport and Matsuyama said the pilot’s side window in the cockpit suffered a crack.

The FAA in a statement said “In light of a series of recent events, the FAA will conduct a comprehensive review of the Boeing 787 critical systems, including the design, manufacture and assembly.” Further adding, “The purpose of the review is to validate the work conducted during the certification process and further ensure that the aircraft meets the FAA’s high level of safety.”

According to the statement, “The review will also examine how the electrical and mechanical systems interact with each other.” The Boeing 787 relies more on electrical, as opposed to mechanical, systems than past aircraft from the manufacturer including having electronics operate hydraulic pumps and using electric brakes. Large portions of the plane’s structure use lightweight carbon fiber composite instead of more traditional metal airframe.

U.S. Transportation Secretary Ray LaHood said, “The safety of the traveling public is our top priority […] This review will help us look at the root causes and do everything we can to safeguard against similar events in the future.”

“We are confident that the aircraft is safe. But we need to have a complete understanding of what is happening,” said newly sworn-in FAA Administrator Michael P. Huerta. “We are conducting the review to further ensure that the aircraft meets our high safety standards.”

Boeing released a statement saying, “[The company] is confident in the design and performance of the 787. It is a safe and efficient airplane. The airplane has logged 50,000 hours of flight and there are more than 150 flights occurring daily.”
